Korea Zinc announces a US$1.9B share sale to a US-government-controlled joint venture (Defense Department 40% of the venture; about 10% of Korea Zinc) to fund a Tennessee smelter
Korea Zinc said on 15 December 2025 it would sell US$1.9B of new shares to a joint venture controlled by the US government and unnamed US strategic investors, who would then hold about 10% of Korea Zinc; the Defense Department would hold 40% of the venture. The money funds a US$7.4B critical-metals smelter in Tennessee, starting with the purchase of Nyrstar's Clarksville zinc smelter, with US$4.7B in loans and US$210M in CHIPS Act subsidies; operations to start in phases from 2029. Korea Zinc's largest shareholder group (Young Poong with MBK Partners) said it would go to court to block the share issue.

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Judged to fit the plain self-interest reading better than the foresight reading. What this means
| Reading | Fit | Why |
|---|---|---|
| I0a Accident Tested hypothesis (intent) | Neutral weak | A US financing of US-based firms for domestic supply says nothing about Canada; it fits all readings equally. |
| I0b Plain self-interest; Canada's response not considered Tested hypothesis (intent) | Fits weak | Consistent with plain US self-interest in a domestic smelter funded with foreign capital; Canada is not involved, and the other intent readings expect this too. |
| I1 Foreseen and welcomed, not the reason Tested hypothesis (intent) | Neutral weak | Nothing here bears on whether Canada's build-out response was foreseen or wanted; it fits equally with or without that foresight. |
| I2 Foreseen and wanted (this level or higher) Tested hypothesis (intent) | Neutral weak | Nothing here bears on whether Canada's build-out response was foreseen or wanted; it fits equally with or without that foresight. |
| I3 Worked-out plan with specific targets Tested hypothesis (intent) | Neutral weak | No Canadian project, target or timeline is involved, so a worked-out plan for Canada is neither supported nor contradicted. |
| R-annex Annexation Rival reading | Neutral weak | A US financing of US-based firms for domestic supply says nothing about Canada; it fits all readings equally. |
| R-frag Fragmentation Rival reading | Neutral weak | A US financing of US-based firms for domestic supply says nothing about Canada; it fits all readings equally. |
| R-weaken Weaken-Canada rivals (annexation or fragmentation) Rival reading | Neutral weak | A US financing of US-based firms for domestic supply says nothing about Canada; it fits all readings equally. |
