Canada concludes negotiations to join the EU's €150B SAFE defence-loan program, as the only non-European participant.

Prime Minister Carney announced on 1 December 2025 that Canada had concluded negotiations to take part in the European Union's Security Action for Europe (SAFE) instrument, about EUR 150 billion (C$244 billion) in loans to EU member states for defence procurement, making Canada 'the only country outside of Europe with preferential access' (Prime Minister's Office).
