NBC News: Trump's aides believe he is completely serious about making Canada the 51st state; Trump says 'we don't need their lumber, we don't need their energy'
NBC News reported on 14 March 2025 that, according to a source with direct knowledge of the discussions, Trump was heavily focused on Canada in conversations with aides, who believed he was completely serious about making it the 51st state; a former White House official said of the first term: "Never, ever heard him mention it." Speaking to reporters in the Oval Office on 13 March, Trump said: "we don't need their lumber, we don't need their energy. We have more than they do." Canadian Immigration Minister Marc Miller told NBC: "I do think that Mr. Trump looks at our natural resources and has that acquisitive mind behind it." Secretary of State Marco Rubio said the idea arose when Prime Minister Trudeau told Trump that Canada couldn't survive as a nation state if the US imposed tariffs.

Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Judged to fit the plain self-interest reading better than the foresight reading. What this means
| Reading | Fit | Why |
|---|---|---|
| I0a Accident Tested hypothesis (intent) | Fits weak | Consistent with impulse: the 51st-state idea is described as arising from a remark by Trudeau, and a former official says it was never mentioned in the first term. |
| I0b Plain self-interest; Canada's response not considered Tested hypothesis (intent) | Neutral weak | The report fits plain self-interest no better than the other intent readings. |
| I1 Foreseen and welcomed, not the reason Tested hypothesis (intent) | Neutral weak | Nothing in the report shows Canada's build-out was foreseen or welcomed; the resource motive is asserted only by a Canadian minister. |
| I2 Foreseen and wanted (this level or higher) Tested hypothesis (intent) | Against weak | Trump's 'we don't need their energy' would be somewhat surprising if Canada's energy build-out were a goal; a statement, which may be bargaining. |
| I3 Worked-out plan with specific targets Tested hypothesis (intent) | Against weak | No named projects or targets appear; the stated stance is that Canadian energy is not needed. |
| R-annex Annexation Rival reading | Fits moderate | Consistent with an annexation reading: aides reportedly believe Trump is completely serious about Canada becoming the 51st state; reported statements, not an action. |
| R-frag Fragmentation Rival reading | Neutral weak | The report concerns absorbing Canada whole, not breaking it up. |
| R-weaken Weaken-Canada rivals (annexation or fragmentation) Rival reading | Fits moderate | Consistent with a weaken-Canada reading via the annexation branch; reported statements, not actions. |
