Same US funding tools used for non-Canadian firms: IperionX (DoD US$47.1M), Guardian Metal (DPA US$6.2M), Northern Minerals and Latrobe Magnesium (EXIM letters of interest)
InvestorNews's tally of US-government critical-minerals funding for 2023-2026 lists non-Canadian recipients of the same tools used for Canadian juniors: IperionX, US$47.1M from the Department of Defense (2025-02-18); Guardian Metal (UK), US$6.2M under the Defense Production Act; and Northern Minerals and Latrobe Magnesium (Australia), non-binding Export-Import Bank letters of interest. Supports 'not Canada-specific'.

Claims that rest on this event
- In the foresight thought experiment: US government minerals money is not aimed at Canada. Pentagon grants for projects in Canada total about US$82 million since 2023; they began under Biden, were mostly co-funded by Ottawa and carry no US priority clauses, and the same tools went to US, Korean and Australian companies.
The same US funding tools went to US, British and Australian firms (IperionX, Guardian Metal, Northern Minerals, Latrobe Magnesium).
Tested hypotheses: a thought experiment
Suppose Washington foresaw and wanted this. Would this event look any different than under the rival readings? This is a deliberately contrarian test, explained here, not the author’s belief. Judgments, not measurements.
Judged to fit the plain self-interest reading better than the foresight reading. What this means
| Reading | Fit | Why |
|---|---|---|
| I0a Accident Tested hypothesis (intent) | Neutral weak | Routine use of funding tools across countries says nothing about impulse-driven Canada policy. |
| I0b Plain self-interest; Canada's response not considered Tested hypothesis (intent) | Fits weak | The same tools going to US, UK and Australian firms is consistent with plain self-interest in supply, not a Canada-specific aim. |
| I1 Foreseen and welcomed, not the reason Tested hypothesis (intent) | Neutral weak | Says nothing about whether Canada's response was foreseen. |
| I2 Foreseen and wanted (this level or higher) Tested hypothesis (intent) | Neutral weak | Funding of Canadian juniors through generic tools fits equally with or without a wanted Canadian response. |
| I3 Worked-out plan with specific targets Tested hypothesis (intent) | Against weak | That the tools are generic rather than Canada-specific is mildly awkward for a plan with named Canadian targets. |
| R-annex Annexation Rival reading | Neutral weak | Generic minerals funding bears on no aim regarding Canada's sovereignty. |
| R-frag Fragmentation Rival reading | Neutral weak | Generic minerals funding bears on no aim regarding Canada's sovereignty. |
| R-weaken Weaken-Canada rivals (annexation or fragmentation) Rival reading | Neutral weak | Generic minerals funding bears on no aim regarding Canada's sovereignty. |
