BC grants Trans Mountain expansion an environmental certificate with 37 conditions and says its five conditions are met
The Clark government said its five conditions for supporting heavy-oil pipelines had been met or were being met: environmental approval (its certificate added 37 conditions on wetlands, wildlife habitat, caribou and grizzlies), world-leading marine and land spill regimes, First Nations opportunities and rights addressed, and a fair share of fiscal and economic benefits, under an initial benefits agreement with Trans Mountain (BC release, Jan. 11, 2017).
