Quebec adopts Bill 11, a regulatory-relief omnibus that gives Glencore's Horne smelter the extra time it sought on emissions

Bill 11 (an act mainly to lighten the regulatory and administrative burden) was adopted on 11 June 2026 by 89 votes to 7, with 9 abstentions. It carries the changes Glencore sought to the Horne smelter's ministerial authorization in Rouyn-Noranda, giving it two more years to meet its emission targets, including for arsenic (Radio-Canada). The same day, in another debate, a Liberal member said Bill 5, the broader bill to speed up authorizations for priority projects of national scope, last studied in committee on 9 June, was 'mort au feuilleton' (dead on the order paper). So the narrow relief for Horne passed before the election while the broader exception regime did not.
