NL Hydro's board approves a negotiating mandate for Gull Island
In June 2024 the board of Newfoundland and Labrador Hydro approved a second broad, principles-based mandate for negotiations with Hydro-Québec over Gull Island, after an April 2023 mandate for the Churchill Falls power contract. The Churchill River Independent Review Committee later found that the board never set detailed commercial targets for either mandate (IRC report, 2026).
