ClaimTested hypothesis: intent
Part of a thought experiment. This claim belongs to the tested hypotheses about US intent: a deliberately contrarian question (“suppose Washington foresaw and wanted this: what would we expect to see, and do we see it?”) tested alongside rival readings. It is not the author’s belief. How the test works.
In the foresight thought experiment, the readings carry no odds: why Washington acted can't be observed, so no event could settle a number. What the record shows so far: no test has yet told 'wanted' apart from plain self-interest, and the events that do separate the readings lean toward self-interest, 54 to 7, in a blind grading.
The evidence it rests on
Supports (1)
- Hoekstra on CBC: the US is 'in the market for three to four million more barrels of oil per day. Canada is a logical supplier'
US appetite for Canadian oil stated after the response began.
Documented by: CBC News, “Hoekstra says no 'significant progress' in 14 months of trade negotiations, but U.S. to keep talking” (external site), .
Complicates (1)
- Energy Secretary Wright, asked on CNBC whether Canada could ship its oil west to sell overseas, says new pipeline capacity is hard to build and the existing West Coast route is small
An insider dismissed the idea that Canada would respond this way; the first foresight test ('Was it foreseen?') found nothing.

Context (2)
- Greer on CNBC: 'no urgency' for a deal with Canada; 'We're still getting what we need from them in terms of oil, gas, potash'
Fits 'foreseen and wanted' and plain self-interest alike.
Documented by: CP24, “Trump's team is 'comfortable' with state of Canada-U.S. trade” (external site), .
- Executive Order 14346 widens the list of goods exempt from the 'reciprocal' tariffs for all countries (bullion, more critical minerals, some pharmaceutical inputs), effective September 8, 2025; energy stays exempt
Raw resources spared, but for every country.
